Installing an EV charger in Kitchener: can your panel handle it, and where Enova Power comes in

A Level 2 EV charger draws about as much as a stove or dryer, so the first question in Kitchener is whether your panel can handle the extra load, not which charger to buy. ESA requires a Licensed Electrical Contractor to file a notification of work before the installation, and if a service upgrade is needed, Enova Power has to be part of it.

Can my electrical panel handle an EV charger?

It depends on the service and what else in the house is electric, and the answer comes from a load calculation under the Ontario Electrical Safety Code rather than a look at empty breaker slots. ESA's guidance is blunt: electric vehicles can use a lot of power, so make sure your electrical panel can handle the extra load, and if it cannot you will need to contact your local utility about an upgrade. In Kitchener the three common situations are:

  • 200-amp service in Doon South, Huron Park or another post-2010 subdivision. The answer is almost always yes. The job is a dedicated circuit from the basement panel to the garage wall and an ESA review.
  • 100-amp service in Forest Heights, Stanley Park or Country Hills. It depends on whether the range, dryer, water heater and heating are electric. Sometimes the answer is yes, sometimes it is a load-management device that pauses the charger when the house is busy, sometimes it is a service upgrade.
  • 60-amp fuse service near Victoria Park or in the old core. A service upgrade comes first, every time.

Level 1 or Level 2?

ESA describes Level 1 as a charger that plugs into a standard 120-volt household outlet and is the slowest way to charge, and Level 2 as having about the same requirements as a large household appliance such as a stove or dryer, 240 volts. Level 3 chargers are commercial equipment and are not suitable for home installation. Most Kitchener homeowners who drive daily end up at Level 2, which means a new dedicated circuit, a two-pole breaker and either a hardwired unit or a receptacle rated and protected for the load. The contractor we book for Doon South and the rest of Kitchener installs the unit you have chosen or suggests one sized to the circuit.

Two practical points from ESA: the charging system must carry an official Canadian certification mark from a recognized agency, and it is worth planning the location so the charger sits near the car's charge port rather than running a cord across the garage. ESA has also warned about extension cords run across sidewalks and chargers mounted on trees, which are the kind of thing that gets found in an enforcement blitz.

The ESA side: permit, review and certificate

Ontario law requires that anyone you hire for electrical work in your home be a Licensed Electrical Contractor with an ECRA/ESA licence. ESA says the contractor must file a notification of work with ESA before starting an EV charger installation; the notification creates a permanent record of the work and triggers ESA's review. ESA notes that an EV charger permit is separate from any building permit. When the work is accepted as compliant, the contractor provides the ESA Certificate of Acceptance. ESA advises asking for copies of both the permit and the certificate, since they can matter for home insurance and for resale. The contractor we work with files the notification under their own licence and hands you the certificate when the review is done.

Where Enova Power comes in

Kitchener's electricity is distributed by Enova Power, the utility formed when Kitchener-Wilmot Hydro and Waterloo North Hydro merged. For a charger on an existing 200-amp service that needs no utility work, Enova is not usually involved; the ESA notification is enough. Enova's own EV page says that you will need a licensed electrician to install a Level 2 charger, points homeowners to ESA's Find a Licensed Contractor portal, and offers to check your power requirements through Customer Care before you commit.

If the load calculation says the house needs a service upgrade, Enova is very much involved. Enova describes the service mast and meter base as customer-owned equipment that a Licensed Electrical Contractor should work on, the upgrade goes through Enova's service request process, and ESA says a service upgrade is inspected before power is restored, so Enova reconnects only after ESA's review. That is part of a service and panel upgrade rather than a charger install, and the quote says so.

Rate plans and incentives

Enova offers Ontario's regulated price plans, including Time-of-Use, Tiered and the Ultra-Low Overnight rate, which is designed for customers who can shift demand such as EV charging to the overnight period when province-wide demand is lower. You can switch plans through Enova and switch back if it does not suit you. On rebates, we could not verify any current Ontario provincial incentive for a home charger as of autumn 2026 and this site does not promise one; check with Enova and the province when you book rather than planning around a figure from any website.

What this means for your quote

The quote for EV charger installation is written after the contractor has seen the panel, the route to the parking spot and the other loads in the house. It covers the circuit, the breaker, the mounting, the ESA notification and review, and, if the load calculation demands it, the separate service upgrade with Enova. Hold off buying a charger until that first visit, because whether the circuit is 40 or 50 amps, hardwired or plug-in, and whether load management is needed all affect which unit makes sense. The Kitchener electrician cost guide explains what moves the number, and you can describe your house and parking to start.
